Since joining VCPI in 2004, Sheila has played an instrumental role in transforming the organization from its Virginia roots into one of the nation’s premier public safety service and training providers.   

As the Director of Programs, Sheila oversees the development and delivery of VCPI’s training programs, educational resources, technical assistance engagements, and program management endeavors. She has managed nearly all of VCPI’s onsite and web-based training events impacting hundreds of thousands of public safety professionals and community stakeholders with (or on behalf of) federal partners such as U.S. Department of Justice Office of Community Oriented Policing Services (COPS Office), National Institute of Justice, Bureau of Justice Assistance, the Department of Homeland Security, and others. 

Whether she’s leading sensitive and confidential needs assessments for local agencies, developing and administering custom learning management systems, or directing public-safety and community-improvement training across the nation, Sheila is a critical part of what makes VCPI effective and unique among its peers. 

Sheila is a member and Certified Association Executive of the American Society of Association Executives and holds a bachelor’s in journalism and mass communications from the University of South Carolina. 

Outside of work, Sheila is a dance and fitness fanatic. She is a certified Zumba fitness instructor and a dance educator for children ages 3-17. And when she isn’t at the gym or dance studio, she can be found laughing and spending time her with husband, two daughters, and dog on a trip in the Great Smoky Mountains, a beach on the Gulf Coast of Florida, or at home in Chesterfield, Virginia.
